Meiji Jingu opens at sunrise and closes at sunset, so hours shift roughly an hour each month (05:00-06:40 open, 16:00-18:30 close) - check the current month on the official site before you go. Only the shrine grounds are free; the Inner Garden is a ¥500 contribution and the Treasure Museum (¥1,000) closes earlier at 16:30 and is shut on Thursdays.
