Morning is the time to come if you want to see monks at prayer rather than an empty hall. Note that the district's own tourism copy dates the monastery to 1860-61, which is the date of the main assembly hall - the monastery itself was founded around 1680-81, so ignore the earlier date if a guide repeats it.
