Apply through the operator with the right ID - Aadhaar is refused at the check post and travellers are turned back over exactly this, having driven an hour up. At 3,753 m, going straight from Gangtok at 1,650 m to the lake in a morning leaves plenty of people breathless, so do not stack it with Nathula on a first day at altitude.
